Find the ownership question before assigning the task
Start with the product, its revision, the destination market and what each business actually does. A brand name on a jar, an invoice from a factory and access to a shared folder answer different questions. They do not, on their own, establish who holds the Responsible Person role.
The HPRA Responsible Person guidance describes the role and activities that can affect it. Use that authority route for Ireland/EU questions, the GB guidance for GB, and the NI technical guidance for NI. A single UK entry would hide a scope decision that the reviewer needs.
Establish or change the role
Choose the Responsible Person duties guide when the main question is what evidence supports the recorded role. Choose the appointment and change handover when the proposed entity, address or arrangement is changing. Bring the product list, business activities, proposed scope, agreements and unresolved facts to the reviewer.
Keep a proposed appointment distinct from a confirmed role decision. An administrative contact changing does not automatically describe a legal transfer. Preserve the earlier record and the actual evidence for the new arrangement.
Divide work between brand owner and manufacturer
If the problem is obtaining records from a contract manufacturer, identify the particular evidence and who can supply it. The manufacturing method, supplier documents, artwork and assessment may have different custodians. A task owner can coordinate the handover without acquiring every legal responsibility held by another party.
For example, a fictional maker receives a new formulation file but has no agreement identifying who maintains the product file. The next action is to obtain and review that arrangement for the stated market. Renaming the maker's folder Responsible Person does not resolve it.
Distinguish assessment from administration
Use the safety-assessor route when the question concerns the product safety assessment and the information it needs. A person collecting documents, a specialist reviewing a regulatory question and the qualified safety assessor may perform different tasks. Record the actual appointment and scope rather than assuming one title covers them all.
Distributor, retailer and cross-market questions also need the real activity and supply route. Retain those facts when escalating a question; do not infer the answer solely from the business's preferred description of itself.
Leave with one owned question
The released resources above show the guides currently available. If a particular role guide is absent, use the corresponding authority route and record what needs verification. Finish with the product revision, exact ownership question, evidence to obtain, responsible owner and intended reviewer. That gives the later decision a traceable starting point without turning a task assignment into a legal appointment.
