Turn a source signal into a scoped product question

A changed webpage is a reason to look. It does not identify a legal amendment, its application date or the products affected. A useful change review keeps the retrieval event, the specialist interpretation and the product action separate.

Start with the official authority for the market concerned. The European Commission cosmetics legislation page, HPRA Irish market guidance and GB guidance serve different scopes. Record the source and exact provision that the specialist actually uses.

Synthetic change CHG-SAMPLE-01

This example is wholly invented. It does not describe a new restriction or assign a legal limit. A monitored primary page changes its text. The system stores a new snapshot and raises a technical signal. The first question is whether the change reflects a substantive requirement, a page edit or an error.

Record the retrieval time and snapshot reference. Keep the previous version available. If retrieval fails or returns a browser challenge, record a retrieval error. Missing source text cannot support a conclusion that nothing has changed.

Define the question before matching products

The synthetic reviewer records a hypothetical instruction to inspect products containing recorded ingredient token EXAMPLE-INCI-A in one named market. This is an administrative test token, not a real ingredient rule. Its scope, legal basis and dates remain unresolved in the example.

The candidate list includes fictional SKU-A because its recorded ingredient field contains that token. SKU-B has incomplete supplier composition information. SKU-C is recorded for a different market. A string match can help find SKU-A; it cannot clear SKU-B or decide SKU-C's legal position.

Record the formula/specification revision, market, product category and stock references relevant to the actual question. Concentration, grouping, exceptions, the business role and transition conditions may need evidence that a simple ingredient-name field does not contain.

Record interpretation and impact separately

The specialist's source interpretation should identify the exact provision, dates and conditions. Each product review should then explain the evidence used to decide the impact on that specific product revision. An unresolved case stays unresolved.

An administrative owner can obtain the missing supplier statement or artwork revision. The person responsible for that task does not acquire authority to decide the legal interpretation by completing it.

Close the action with evidence

In the example, SKU-A needs a specification check, SKU-B needs supplier information, and SKU-C needs a separate jurisdiction check. Each action has an owner and a requested evidence reference. No product is marked compliant.

When a task is finished, retain its completion evidence and the associated review decision. If the product changes later, reassess the current revision and preserve the earlier finding as history. U04 applies this method to a real EU transition, with its dates and qualifying conditions kept separate from this invented demonstration.

Sources and legal dates

European Commission: Official cosmetics legislation directory as a route to the applicable act and amendments, not a determination of product impact

EU · Version: Official legislation directory retrieved 16 October 2026, with amendment links through 2026 · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

The directory was retrieved, but no legal date or substantive provision is asserted from it. Review the actual act and amendments before publication.

U02 uses an invented change and ingredient token, with no real restriction or limit.

HPRA: Irish market guidance: before and after placing a cosmetic on the market; exact current legal provisions require specialist cross-check

Ireland / EU · Version: Live web guidance retrieved 16 October 2026; no page publication date inferred · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

The retrieval date is not a legal effective date. Check the underlying current instrument and relevant application/transition dates separately.

Product-specific scope, exceptions and any amended provisions require Frances review.

GOV.UK / OPSS: GB guidance: scope, Responsible Person, PIF, safety information and assessor responsibilities

Great Britain · Version: Current official web guidance retrieved 16 October 2026 · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

The guidance publication date and retrieval date are not substituted for the legal effective dates of the relevant GB provisions.

GB is separate from NI. Current amended law and case-specific exceptions are not inferred from this summary.
