Choose sources by market and by the question

A monitoring directory should explain where to look and what each source can establish. It should also make the gaps visible. A changed web page, an amended legal provision and a product-specific consequence are different events.

The downloadable directory lists primary starting points for Ireland/EU, GB and Northern Ireland. It records the authority, source purpose, market scope and the next verification task. It is not a complete legislation register or a claim that every relevant change is being monitored.

Ireland and the EU

Use the Commission's cosmetics legislation page to locate the framework, amendments and linked guidance. Use EUR-Lex to inspect the actual act, its version and authentic publication. The overview and the legal text have different roles; do not treat an updated overview as the legal commencement date.

Use the HPRA cosmetics guidance directory for the Irish authority's published guidance and its versions. The directory links to dated documents, including the GMP and Responsible Person guides. A new file issue may create a review task, but its publication date alone does not establish a new product obligation.

Great Britain

The GB product guidance provides the separate GB starting point and links to the relevant framework and services. Follow the actual provision and current amendment history for the question being reviewed. An EU amendment listed by the Commission should not automatically be recorded as a GB rule.

Northern Ireland

Use the OPSS Northern Ireland technical guidance for the distinct NI branch. Retain the exact market and route under review, including any relevant supply circumstances. A directory row called UK would conceal the distinction needed for a useful review.

Synthetic monitoring event: text changed, meaning unresolved

A fictional source check sees that a guidance page's text differs from its earlier baseline. The change could concern substantive guidance, navigation or another page element. Save the source version and the changed material, then assign a reviewer to identify the relevant provision and its meaning.

The sample record leaves legal effect, application dates and product impact unresolved. If the retrieval instead returns a challenge or an empty response, record a failed check. Do not replace the baseline with that response or describe the failure as a regulatory amendment.

Know the pilot's coverage

At this draft's preparation, CosmeBeacon has thirteen registered source starting points and a scheduled retrieval worker. That count is not comprehensive regulatory coverage. The worker stores retrieval results and text-change signals; specialist interpretation and product applicability remain separate tasks. A source can be missed, unavailable or require a different retrieval method.

The static directory does not subscribe the reader to an alert service. Outgoing messages require the agreed service scope and sending configuration. Use the workspace's source and change records for the currently recorded state rather than assuming a dated download reflects today's retrieval outcome.

For a real event, finish with the source, exact question, reviewer, affected product revision and next action. Keep unanswered applicability questions visible. The change-workflow hub and relevant released guides provide later steps as they become available; a directory entry by itself cannot close the review.

Sources and legal dates

European Commission: Official cosmetics legislation directory as a route to the applicable act and amendments, not a determination of product impact

EU · Version: Official legislation directory retrieved 16 October 2026, with amendment links through 2026 · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

The directory was retrieved, but no legal date or substantive provision is asserted from it. Review the actual act and amendments before publication.

U02 uses an invented change and ingredient token, with no real restriction or limit.

HPRA: Cosmetics guidance directory and versioned documents; current listing includes Responsible Person and GMP guides. A directory update is not automatically a legal change.

Ireland / EU · Version: Live directory retrieved 16 October 2026; linked GMP guide IA-G0048-3 dated 11 February 2026 · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

Directory retrieval and document issue dates are separate from legal application dates.

Read the relevant linked document and underlying provisions for the actual question. Directory coverage is not exhaustive legal monitoring.

GOV.UK / OPSS: GB guidance: scope, Responsible Person, PIF, safety information and assessor responsibilities

Great Britain · Version: Current official web guidance retrieved 16 October 2026 · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

The guidance publication date and retrieval date are not substituted for the legal effective dates of the relevant GB provisions.

GB is separate from NI. Current amended law and case-specific exceptions are not inferred from this summary.

GOV.UK / OPSS: Northern Ireland technical guidance: territorial scope and separate market questions

Northern Ireland · Version: Official page shown updated 29 June 2026; retrieved 16 October 2026 · Retrieved: 2026-10-16 · Legal effective date: See the legal-date basis below

Source type: Official guidance

A guidance update date is not treated as the commencement date of every rule it describes.

Qualifying-goods and cross-market questions require a specific review; no blanket NI-to-GB outcome is asserted.
