Small scale still needs a clear record

A home workspace, a short production run or a small social-media shop does not remove the need to establish the product's regulatory position. The HPRA's guidance for the Irish market expressly includes small start-ups and says that requirements apply regardless of scale.

The practical starting question is therefore not how many jars you expect to sell. It is what the product is, how it is intended to be used, which business role you hold and where it will be supplied. Those facts determine the questions that the specialist needs to check.

Choose the market before copying a checklist

Record Ireland/EU, Great Britain and Northern Ireland separately. Do not use a single UK checkbox as shorthand for both GB and NI. The GB guidance is scoped to England, Scotland and Wales; Northern Ireland has separate guidance.

For each intended destination, ask the reviewer to confirm the applicable role, evidence, notification, artwork and ongoing responsibilities. A photograph of a competitor's label or a downloaded checklist is not a substitute for that market-specific review.

Separate recipe notes from a product specification

Give the product a stable reference and identify the version you intend to make. Collect the ingredient information, supplier references, packaging details and proposed use. If a value or supplier document is missing, mark it as missing rather than filling the gap with an assumption.

Keep early experiments distinguishable from the final product record. A notebook that contains several changing versions can be useful development history, but it is difficult to review if no one can tell which version the assessment concerns.

A synthetic home-business example

Example Studio has made several experimental body balms. The maker has two supplier documents, handwritten process notes and a draft social post describing the product. The intended product version and claims have not been agreed with a specialist.

The next step is to identify the proposed product, gather the missing information and obtain a scoped review. It is not to relabel the experiment as assessed or to treat a small first order as an exemption. This example deliberately contains unresolved facts and is not a specimen of a compliant home business.

Make a workable first review pack

Prepare a cover note identifying the product and intended market, a document index, the current specification as known and a short list of unresolved questions. Ask the reviewer what additional information or testing is needed for the actual case. Keep the answer, owner and next action beside each question.

The organisational task can begin before every fact is known. The important distinction is between getting the record ready to review and obtaining a justified decision about supply. This page helps with the first task. A decision about supply still needs the actual product facts and a properly scoped review.
