Prepare a notification handover before opening the portal
Begin with the product identity, Responsible Person, market scope and a controlled set of current evidence. Decide who is authorised to prepare and submit the information. A folder of unfinished label drafts is a preparation task, not a notification record.
The Commission's CPNP page explains the Article 13 notification route and links to the current manuals. The Responsible Persons and Distributors guide is listed as published on 18 March 2026. Use the official link to obtain the current issue when doing the task; a local copy can become outdated.
Identify the record being prepared
Give the product an internal reference and record the exact name appearing on its packaging. Link its formulation, artwork and supporting documents by revision. Keep translations and product presentations visible rather than relying on an internal nickname that the next person cannot connect to the label.
The preparation worksheet is an administrative handover. Its topics are not a substitute for the complete portal fields or the applicable legal requirements. Record the source for each value and leave missing information unresolved.
Use the manual for field meaning
The 18 March 2026 Article 13 manual distinguishes saving a draft from notifying a product, and describes the product-information, category/formulation and labelling areas. Read the relevant section for the product being entered rather than copying another company's submission.
Some field labels have a specific meaning. For example, the manual's explanation of Not available in the formulation questions is not a general instruction to use it whenever you lack information. Take an unresolved field to the Responsible Person or appropriate specialist. This guide does not choose a formulation disclosure method or answer a nanomaterial or CMR question for your product.
Synthetic cream: an incomplete handover
SAMPLE-CREAM, formula 3, has proposed bottle artwork 4 and an internal product reference. The example supplies no real Responsible Person, composition file or authorised portal user. Its worksheet lists those missing items with a sample owner. Nothing has been submitted and no notification identifier is invented.
One artwork question remains open: whether the file selected for the handover is the agreed current copy. Record the exact file and unresolved correction. A filename containing final should not decide what is submitted.
Another question concerns formulation information. The owner needs the appropriate source and specialist input for the actual product. Do not place the public ingredient list into a confidential composition field merely because it is the only text readily available.
Retain the outcome after the authorised task
When an authorised person performs the real notification, retain its reference, operator, date and the product/evidence revisions used. Record any follow-up or change task separately. A screenshot of a draft screen cannot establish that the notify step occurred.
The manual explains that the notified record can subsequently be updated rather than deleted. Preserve the relationship between a later product change and the portal record that needs attention. Do not describe a notification receipt as an authority-issued safety approval; N04 explains that distinction with a separate accountability diagram.
Confirm the destination route
This guide prepares the CPNP task. Northern Ireland applicability needs its own source and scope confirmation. Great Britain has a separate official notification route and should not be represented by renaming this worksheet UK. Use the notification task hub and market launch guide when their reviewed versions are available; keep unfinished source questions as owned actions in the meantime.
