Start with one product and one market
For a first Irish launch, begin with the product you intend to supply, the business role you hold and the evidence supporting that particular version. A completed form or a folder of files is not a launch decision. The useful result is a record that a competent reviewer can follow, with unresolved questions still visible.
The HPRA's Irish market guidance identifies the Responsible Person, product information file, safety report, notification, labelling and manufacturing evidence as connected parts of the task. It also states that the requirements apply regardless of the operation's size. This is an Ireland-focused working sequence, not an exhaustive legal checklist.
Record the decisions before collecting attachments
Write down the product name, variant, intended use, business role and intended sales destinations. Keep a stable product reference and a revision date. If the intended use or claims raise a classification question, ask the specialist to resolve that question before treating the product as an ordinary cosmetic.
Identify who is taking responsibility for the product and where the relevant records will be accessible. A contract manufacturer, supplier or software account does not by itself answer the Responsible Person question. Keep the role decision and any appointment evidence with the product record.
Build a product-specific evidence index
Use a short index that links each question to the current document, the person checking it and any remaining action. Separate information intended for the safety assessor from the wider product file. Keep the artwork version and the claims it makes connected to the supporting evidence.
A useful working order is to establish identity and market scope, gather safety-assessment inputs, organise manufacturing and other product evidence, then bring the reviewed record together with the final artwork and notification context. The specialist must confirm the actual launch dependencies and sequence for the case. Do not use this ordering to bypass an unresolved safety or classification question.
A synthetic first-product record
Sample Product A is a proposed 30 ml face oil. The maker has a product description, an ingredient list without a confirmed revision and an early artwork file. No assessor-signed safety report is recorded. The intended Irish market is clear, but the Responsible Person decision is still open.
The useful next actions are to resolve the role, confirm the current product specification, agree the assessor's information requirements and keep artwork approval on hold. The record should not display a compliance percentage or imply that three uploaded files establish launch readiness.
Close the loop after a change
Record the specialist's findings against the exact product version. If a formula, claim, packaging detail or other material fact changes, preserve the earlier decision and ask what needs to be revisited. Treat post-launch information and source changes as work to assess, not as silent replacements in a folder.
In CosmeBeacon, start with the product record, link evidence and create an owned action for each unresolved point. Regulatory applicability and the final launch decision remain specialist work. Use the current source and review information alongside the product record; this sequence does not replace a justified launch decision.
